An existing asset versus a new build

Manufacturing and industrial funds typically face a choice between financing new capacity and acquiring existing capacity. This asset represents the second option: an integrated polysilicon facility inside Jubail Industrial City, comprising process units, rotating equipment, electrical and control systems, utilities, buildings and structures.

The asset can be restarted in place or relocated. The route chosen determines the nature of the inspection required: restart focuses on equipment condition, utility availability and operating permits, while relocation focuses on package boundaries, dismantling constraints and marine logistics.

The industrial framework in the Kingdom

The Royal Commission for Jubail and Yanbu administers Jubail Industrial City under a regulatory framework built for heavy industry, covering utilities, power, water treatment and access to King Fahd Industrial Port. Industrial licensing routes are available through the Ministry of Industry and Mineral Resources, and inbound foreign investment through the Ministry of Investment.

What the scope includes

The asset category directory covers 26 documented categories across five groups: structures and buildings, process equipment, mechanical equipment, electrical and control, and facilities and utilities. That includes process units, pressure vessels, heat exchangers, pumps, valves, reactors, filtration systems, generators, motors, instrumentation and control systems, control rooms, power distribution, overhead cranes, warehouses and maintenance workshops.

These categories are published to evidence the scope of the facility, not to offer them for separate sale. Quantities, condition and specifications for each category are subject to approved data and technical inspection.
